Arid shoreline meeting shallow, sunlit coastal water

Water that is worth something to somebody.

The platform is not for the open ocean. It is for the water a port, a fishery, a utility, a ministry or a resort has to answer for.

01 — Estuaries and bays

The deficit is under the thermocline.

A summer estuary stratifies. Warm, fresher water sits on cold, saltier water, the layers stop mixing, and the bottom layer runs out of oxygen because everything decomposing down there is consuming it and nothing is replacing it.

That is why surface aeration is largely decorative on a stratified system. The layer that lost the oxygen is the layer the treated water has to go back into, which is the whole point of putting the intake and the discharge on a hull that can reach depth.

The scale of the problem is not speculative. NOAA-supported scientists measured the 2025 Gulf of Mexico hypoxic zone at about 4,402 square miles; the five-year average is 4,755 square miles against a 2035 task-force target of under 1,900. In the Chesapeake, 2025 hypoxia peaked at 10.1 cubic kilometers and ran for 60 sustained days.

02 — Fisheries and aquaculture

Oxygen is the binding constraint, and the loss arrives in one night.

A net pen does not fail gradually. Stock holds, holds, holds, and then a warm still night drops the dissolved oxygen below threshold and a year of feed conversion is on the surface by morning.

Kuwait Bay in August and September of 2001 lost more than 2,500 tonnes of wild mullet — roughly a hundred times the size of a 1999 red-tide-linked kill — in an event a peer-reviewed study attributed to bacterial disease, harmful algae and eutrophication acting together. No single cause, and no single department to send the bill to.

Targeted oxygenation around pens and nursery grounds is the least glamorous thing this platform does and often the easiest to price, because the operator already knows exactly what a bad night costs.

03 — Desalination intakes

A bloom does not have to reach the shore to shut a plant.

Gulf desalination is not a convenience. The World Bank puts GCC states at nearly half of global desalinated output while holding under one percent of the world's population. When an intake fouls, the thing that stops is drinking water.

This is documented, not hypothetical. In July 2023 a red tide bloom significantly disrupted the main desalination plant at Barka in Oman; Nama Water Services activated reserve wells, interconnected the Sohar, Barka and Ghubra plants, and asked customers to conserve while seawater quality recovered.

Treating the approach water is a different job from treating the plant. It happens upstream of the screens, on water drawn in and handed back by a hull working the approach, and it is exactly what a mobile platform is for.

The Gulf, 2008–09

The catastrophic Cochlodinium polykrikoides red tide entered the Arabian Gulf through the Strait of Hormuz and spread to UAE, Qatari and Iranian coastal waters, causing mass mortality of wild and farmed fish and documented reef damage.

04 — Thermal hot spots

Heat is upstream of the oxygen problem.

Warmer water holds less dissolved oxygen and stratifies more strongly, so a heat spike arrives as an oxygen crash a few days later. In Qatari coastal waters, fish kills in 1996 and 1998 were associated with summer sea temperatures of 37.0 °C and 38.6 °C rather than with nutrient pollution.

Where a hot spot is local — a shallow basin, a lagoon, a discharge-warmed margin — breaking the thermal cap where it forms treats the cause rather than chasing the consequence. Where the heat is regional, it does not, and we say so during the site read rather than after the contract.

Worked examples

Coastlines with a record long enough to plan against.

Examples of the method, not a map of the business. Each of these puts desalination, tourism, fisheries, ports and new development on one body of water, and each carries an event history detailed enough to show what a characterized coastline looks like before anything is contracted against it. A coastline absent from the table below is simply one nobody has sent us yet.

The Gulf and the Red Sea lead the list because their event records are long and public, which makes them the clearest worked examples of where this platform expects to operate. They are not the edge of it. Australia, Polynesia, the Americas, Europe and the wider MENA region are all live prospects, and a coastline qualifies on what its own water says rather than on which sea it belongs to. Nothing is contracted in any of them yet. When it is, it will be because a characterization supported it and an agreement made sense.
